In 1999 this project
was one of the largest projects ever put out to
bid in Northern Virginia by the Virginia Department
of Transportation (VDOT). Phase 2/3 is the first
major project awarded ($90.5 Million) of an ultimate
eight phased project. This opportunity marked
a major milestone for Shirley Contracting Company,
LLC in its history. The project also contained
a "No Excuse Incentive Clause" which provided
a $10 million dollar bonus for completion by a
very aggressive date but also meant the waiver
of any pending claims in order to receive the
incentive. Working in an interchange that had
close to 375,000 vehicles per day passing through
presented a significant challenge. In four years
Shirley constructed 15 bridges, 35,000 square
meters of MSE retaining wall, demolished five
existing bridges, moved more than 350,000 cubic
meters of earth, laid over 10,000 meters of pipe,
placed 150,000 metric tons of aggregate base,
and placed over 160,000 metric tons of asphalt.
This landmark project placed Shirley Contracting
Company in the national spotlight. Shirley successfully
completed the project despite many obstacles and
challenges and achieved the incentive dates. This
large, complex, and challenging effort has become
synonymous with Shirley Contracting Company, LLC. |
