Shirley Contracting
Company, LLC was invited by the Pentagon Renovation
Program Office (Penren) to compete for a select
group of design-build projects to be accomplished
to improve the overall security aspects of the
Pentagon facility. Without knowing any specifics
of the project Shirley was one of two contractors
selected to design and build these projects as
funding became available. After submission of
a detailed technical, preliminary design, and
cost proposal Shirley was chosen to build the
Secure Access Lanes facility providing control
of access to the Pentagon Remote Delivery Facility
(RDF). Challenges were the daily in flow of traffic
to the facility, the reconstruction of access
and layout of the Virginia Department of Transportation
roadways involved. Shirley was responsible for
the complete design of the roadways and access
as well as the security control features including
pop-up barriers, access control, search and inspection
points and devices and all integrated communication
and control functions. The project had to provide
complete segregation of traffic flow into the
RDF for those vehicles approved at the inspection
point and complete control of those vehicles that
were rejected for passage to the RDF. Rejected
vehicles required complete containment and segregated
exit pathways from the facility and either return
to public roadways or capture for further security
processing. In addition to the traffic controls
the project had criteria for blast protection
and other features to provide physical protection
for the Pentagon and its' ancillary facilities.
The project involved multiple levels of security
classifications (Secret, Top Secret) which required
management control of documents and design features
throughout the process. Completed in 2004, Shirley
consistently received the highest marks from the
Penren grading team during each monthly analysis
and Shirley continues to be involved in the program
as funding is provided for future projects.
