From the day the Request
for Proposal arrived from the FHWA (Federal Highway
Works Administration) the project represented
a tremendous challenge not only in construction
but also in the bidding process. The task was
to replace three 400 foot long bridge decks on
a high traffic roadway in six weekends working
from 8:00 PM Friday night and reopening the bridge
to traffic not later than 5:00 AM each Monday
morning. Shirley submitted a technical and cost
proposal that detailed how the project was to
be constructed and managed, who the personnel
would be, and what the project was going to cost.
After review of the technical and price proposal
Shirley was awarded the project and the race began.
The bridges had deteriorating cast in place decks
that would require sawcut and removal in sections
while simultaneously being replaced with a prestressed
concrete member that was then post-tensioned after
erection of adjacent members. A detailed plan
was formulated and a complete weekend schedule
(in half-hour increments) was created to provide
for demolition and reconstruction of 200 feet
of bridge in a single weekend. The technical and
physical challenges were significant as well as
contingency plans for inclement weather, traffic
accidents, or any number of incidents that can
affect a major highway project constructed under
traffic. When all was said and done, the execution
plan and project went like clockwork and three
bridges had the superstructure replaced in a total
of six weekends. By the final weekend the plan
was refined and so well executed that the bridge
was reopened by 5:00 PM Sunday afternoon, a full
12 hours ahead of schedule. What initially took
57 hours to construct was perfected to a 33 hour
time frame as the plan included a 10 hour idle
period in the final weekend. The planning, execution,
attention to detail, and commitment to schedule
on this project typify the work product of Shirley
