Description

The Federal Emergency Management Agency required significant infrastructure modifications at the Mount weather Headquarters Complex in order to upgrade physical security capabilities in times of national emergency. This classified complex becomes the hub of response activity for everything from natural disasters to those instigated by terrorist activities. Requiring significant transportation requirements including relocating over 1 mile of State Roads, reconfiguring the entire entrance facility and security screening point for the facility, all vehicular access, and all associated utilities Shirley Contracting Company LLC and their design build team was requested to take on the project under an incredibly aggressive schedule.

The Shirley Team completed over $ 4.9 million of actual work in place coordinating with VDOT, other State agencies, two local counties and their agencies, FEMA, and other Federal Government agencies. The work was begun in the late summer of 2003 with the State Route 601 reloaction completed by November 2003 and the balance of the project completed by July 2004. Typically under the normal process the design and construction of a road complex of this type takes nearly 2 years including all permitting. The Route 601 design started in July of 2003 and the road was opened to traffic in less than 4 months.
