| Description |
This interchange was a
long time traffic hang up for many commuters in
the region. Shirley was successful in an A + B
bidding situation to the Virginia Department of
Transportation and was actually the second bidder
on cost but won the job on the schedule bid. The
challenge included constructing a major bridge
taking Route 29 over Route 28, relocating numerous
utilities including gas, water, sanitary, electric,
telephone and others, a massive excavation with
significant amounts of rock, all while detouring
the 75,000 plus vehicles per day through the interchange.
The $21 million dollar project was completed 6
months ahead of schedule despite the numerous
delays in unmarked utilities ( gas, power, telephone,
and water) that were discovered in addition to
the planned utilities during the course of the
project. The project was phased with stages of
detours to manage the traffic with minimal disruption
and ultimately shifting to the completed roadways.
Soundwalls to provide noise attenuation were constructed
in several quadrants of the project to protect
adjacent residential neighborhoods. |
